HEMP RESTRICTIONS

  • Hemp Pre-Rolls <0.3% THC: Illegal
  • Hemp Rolling Papers: No Restrictions
  • Hemp Cigar Papers: No Restrictions
  • Notes on hemp restrictions: Hemp floral material intended to be smoked or inhaled is illegal under Hawaii law. Hemp products are restricted to those that are "intended to be consumed orally to supplement the human or animal diet" and likely do not include rolling papers or cigar papers. Sale and labelling requirements apply to hemp products. SB 669, approved by the Hawaii Senate in early March 2023, would legalize adult-use cannabis in Hawaii.
