HEMP RESTRICTIONS

  • Hemp Pre-Rolls <0.3% THC: Illegal
  • Hemp Rolling Papers: Restrictions on Sale and Marketing
  • Hemp Cigar Papers: Restrictions on Sale and Marketing
  • Notes on hemp restrictions: License required to market or sell hemp or hemp products. Hemp products include any product derived from, or made by, processing industrial hemp plants or industrial hemp parts. Hemp products must be registered with the state prior to distribution or sale, and may be subject to testing. Smokable hemp flower is explicitly prohibited. The sale of rolling papers of any kind to individuals under the age of 21 is prohibited. Utah HB 227 goes into effect May 3, 2023; this bill updates the amount of allowable THC and THC analogs in products, imposes labeling restrictions requiring inhalable cannabinoid products to have a label warning of adverse health effects, requires cannabinoid testing for product registration applications, and bans the sale of certain cannabinoid products containing THC to individuals under the age of 21.
